Description
Charles Payne, 9, selling scrap rubber to Bob Isham during the scrap rubber campaign driven by President Roosevelt. "Charles Payne, 9, did his share in the scrap rubber campaign Monday as this pile on the scales indicates. Charles, of 821 South Main Street, sold his collection to Bob Isham, 901 South Main, head of the Tarrant County Petroleum Retailers Association." Mr. Isham is weighing the tire and hose scraps on the scale. Charles appears to be in the middle of saying something. Behind them is a pile of tires nearly up to young Charles' shoulders, which is lying next to a building.
