Reorganization of rationing boards. J. Doyle Settle, left, and Bullock Hyder. "Plans for reorganization of rationing boards in Texas were under discussion when J. Doyle Settle (left), acting state OPA administrative officer, and Bullock Hyder, acting state organizational officer, conferred at the OPA state headquarters in the Fort Worth Club Building, Saturday. Hyder arrived during the day from a field trip". Mr Settle appears to the center-left of the photograph. He is sitting behind a desk, holding a pen and looking over paperwork. He is wearing a dark suit, a white undershirt, and a tie. His hair is slicked back and he is wearing a watch on his right wrist. Mr. Hyder appears to the center-right of the photograph. He is sitting behind a desk with his left hand on the desk as he reviews paperwork. He is wearing a black suit with a light undershirt and tie. He is wearing glasses and appears to have a watch on his left wrist. There appears to be a lot of paperwork on the desk the gentlemen are sitting at, and magnifying glasses on top of the paperwork. Behind the gentlemen is a desk with a black rotary phone on top. You can see open blinds in the background with a view of the city.
