He is the associate director of the division of railway transport of the Office of Defense Transportation in Washington, and was in town to address the Southwest Shippers Advisory Board on the railroads' handling of swelling volume of war traffic, particularly war materials rolling out of factories in increasing volume. He is wearing a suit and round-framed eyeglasses.
