Description
Twenty-four year old Russell M. Minard is being charged with attempted burglary. He is currently awaiting trial on the attempted burglary charge. While in police custody, Mr. Minard alleged that he was beaten by city detectives twice. The first he claimed was in 1939 when he was first arrested. The second alleged beating came during Mr. Minard's recent arrest. Police Chief Howard denied the claims, but an official investigating is being conducted. Mr. Minard is shown smoking a cigarette and playing a with a deck of cards. He is dressed in a button-up shirt.
