On the plaque reads: "Will Rogers Memorial erected under the provisions of an act of the sixteenth Oklahoma legislature and dedicated as a tribute to Will Rogers on November 4, 1938. Under the direction of the Will Rogers Memorial Commission," followed by a list of names and their positions on the commission.
