Abstract
This examines active transportation as it relates to accessibility, opportunity, and ultimately equity for residents in disadvantaged communities in the City of Arlington, Texas. Adding to the growing discussion and research surrounding active transportation, the accessibility measures presented contribute an approach to identifying disadvantaged communities in a city and quantifying the opportunities accessible by foot and bike in these communities. The research utilized a replicable index for identifying disadvantaged neighborhoods and a method for quantifying the number of opportunities that can be accessible when pedestrian and bicycle facilities are present. The research and analysis shows that individuals lacking access to opportunities will most definitely see increased benefits if the planned Arlington Hike and Bike Plan facilities are constructed. The research findings support the need for future investment and development of both bicycle and pedestrian infrastructure within the city.
