(Right) Dr. Joe B. Rushing, a native Texan is named to head the new Tarrant County Junior College. Dr. Rushing, former administrative vice president of Brownwood's Howard Payne College, will assume the duties of president on Nov. 1. Jenkins Garrett is pour him a cup of coffee.
